A Brief Analysis of Arms Control of Intelligent Autonomous Weapons

目前，世界各国对是否禁止发展基于人工智能的“致命性自主武器”分歧巨大，一些小国和非政府组织积极推动出台自主武器禁令，但美俄等国则持消极态度。本文从国际人道主义法、武器禁令的历史等角度，分析自主武器军控的必要性及可行性，研判自主武器军控的发展走向。

Abstract:

The global communities are greatly divided over whether to ban AI-driven lethal autonomous weapons. Some small countries and non-governmental organizations actively promote the ban on autonomous weapons, while countries such as the United States and Russia hold a negative attitude. In view of this, the necessity and feasibility of the arms control of autonomous weapons from the perspectives of International Humanitarian Law and the arms control history were systematically reviewed, and the trends of arms control of autonomous weapons were analyzed.
